Future Mphanda Nkuwa Hydropower Plant Could Generate US$14 Billion in Public Revenue, Government Projects
The information was disclosed in a statement issued by the Government Information Office (Gabinfo), which indicated that the project’s development phase is expected to be completed by 2028. According to the timeline, construction is scheduled to begin in 2029, with commercial operations set to commence in 2034.
According to the Government, the project continues to attract interest from international financial institutions and strategic partners, creating the conditions necessary to reach financial close and begin construction. The authorities also stated that recent changes to the composition of the private consortium will not affect the project’s development or its implementation schedule.
Among the main milestones achieved is the completion of the feasibility study for the power transmission line linking Tete and Maputo. According to Gabinfo, this infrastructure will be essential for supplying electricity to the country’s main consumption centres, strengthening energy security and increasing electricity export capacity to regional markets.
The project includes the construction of a hydropower plant with an installed capacity of 1,500 megawatts (MW) and a high-voltage transmission line extending approximately 1,300 kilometres between Tete and Maputo. Updated Government estimates place the total investment required at between US$6 billion and US$7 billion.
As part of the project’s shareholding structure, the Government authorised, in July 2025, Mozambique Electricity (EDM) and Hidroeléctrica de Cahora Bassa (HCB) to each acquire up to a 15% equity stake in the future power plant. At the time, the project was valued at approximately €4.5 billion, while the remaining 70% was held by a consortium led by the French utility EDF, which also includes France’s TotalEnergies and Japan’s Sumitomo Corporation.
The consortium signed the implementation agreements with the Government in December 2023. Subsequently, in October 2025, the concession for the design, construction and operation of the future hydropower plant was approved. In December of the same year, the United Kingdom announced financial support of approximately €424,000 to strengthen technical assistance for the project’s development.
