Hilmi Atassi is a registered Tax Agent with the Federal Tax Authority in UAE under the Tax Agent Approval Number ‘20003752’. He started his career with Mazars in 2015 as an external auditor and internal audit consultant. He thereafter joined the tax advisory team in 2017 and has advised a wide ranges of UAE clients and corporate groups across a range of industry sectors on local and international tax matters.

Hilmi Atassi is a VAT trainer to the Government of Dubai Legal Affairs Department.

He advised a wide ranges of UAE clients and corporate groups on VAT implementation, compliance, structuring, and technical matters across a range of industry sectors such as oil & energy, distribution businesses, service businesses, real estate, financial services, healthcare services, constructions services, trading, imports & exports, and educational services.

He performed high level VAT assessments and analysis for major groups engaged in businesses such as oil & gas, publishing, real estate, construction, and distribution.

He represented many clients before the Federal Tax Authority for the submission of reconsideration requests for VAT disputes, the obtention of formal VAT clarifications, and the preparation of voluntary disclosures.

He supported various clients in their VAT refund requests preparation with 100% successful requests.

He performed high level tax structuring analysis and advised on the related tax implications including consideration of double taxation issues.

He advised UAE headquarters and MNEs from different industries including distributions and services businesses, intellectual property businesses, shipping brokers, and holding businesses on their UAE economic substance regulations requirements. He also performed high level reviews and implementations of the substance regulations as well as reporting. 

As part of the OECD transfer pricing documentation requirements, he advised multinational groups on their Country by Country Reporting obligations including a French event organizer and a French media and advertising group. He also performed a detailed impact assessments and supported them in the reporting.
