Mozambique: Total Logistics sera basé à Pemba
Almost all the logistics necessary for the exploitation of liquefied natural gas in Area 1 of the Rovuma Basin will be carried out from the bay of Pemba, the capital city of Cabo Delgado province.
“Of course, the Mozambique LNG project is also analysing all options to optimise its logistics chain, and there some services may be carried out in Mayotte, as a support base, but the fundamentals of operations will be based here in Pemba, in Muxara and at the CFM/Peschaud facilities,” Mozambique country chair at Total, Ronan Bescond, confirmed.
According to Bescond, work is currently underway building a logistics base in Muxara, one of the neighbourhoods of Pemba, at the same time that Mozambique Railways (CFM), in partnership with the company Peschaud, is remodelling the Port of Pemba.
“We visited the Muxara logistics base. It will support the entire offshore operation, which, according to the development plan, includes the drilling of 18 wells, plus the offshore operations to be developed by Technip FMC, our contractor for offshore operations in deep waters. We are now at the port of Pemba where CFM and Peschaud will provide logistical support for loading and unloading ships and all the equipment that will be needed for all operations in Area 1,”explained Bescond, who is also vice-president of the Mozambique LNG project.
In addition to confirming the siting of Total’s logistics base in bay of Pemba, Bescond reaffirmed the multinational’s commitment to continuing to engage local content, one of the major concerns of the province’s entrepreneurs, especially in view of the possibility of some services being supplied from Mayotte, a French archipelago in the Indian Ocean located about 500 km off the coast of Cabo Delgado.
“We have committed to the authorities to spend around US$2.5 billion and have around 5,000 Mozambicans employed in our projects. And we are thinking about training these people, so we are building a training centre in Afungi, and we are preparing to build the centre in Maputo. This, in addition to using Mozambican or Mozambique-registered companies. In partnership with the embassy, we are offering 40 scholarships for training in the field. All of this demonstrates our commitment to local content,” Bescond said.
Ronan Bescond declined, on his visit to Cabo Delgado, to talk about the security situation in the province, but promised that there had been no change in plans for the start of production, scheduled for 2024.
“The initial plan to start production in 2024 still stands, and we are working with the government to achieve this goal,” Bescond concluded.
